It is located in central Chile, in the Valparaíso Region. Chile's National Congress is located in the city. Built upon dozens of steep hillsides overlooking the Pacific Ocean, Valparaíso boasts a unique urban labyrinth and a rich architectural legacy. Valparaíso is protected as a UNESCO World Heritage Site and is widely considered to be one of Latin America's most interesting urban areas. In 2003, the Chilean Congress passed a law declaring Valparaíso to be "Chile's Cultural Capital" and the administrative center for the nation's cultural ministry. Although technically only Chile's 6th largest city, with 263,499 inhabitants (2002 census), the Greater Valparaíso metropolitan area, including the neighboring resort city of Vi?a del Mar, is the second largest in the country (803,683 inhabitants). A three-year-old Marxist government was overthrown in 1973 by a dictatorial military regime led by Augusto PINOCHET, who ruled until a freely elected president was installed in 1990.
