It is located at 41.79°N 19.65°E and has a population of about 17,000 (2004 est). Lezhë was also known as Alessio and was founded by Dionysius I of Syracuse. It was known in ancient times of Illyria as Lissus. Lezhë was the site of the League of Lezhë in 1444 where Gjergj Kastriot Skanderbeg united the Albanian princes in the fight against the Ottoman Empire. Between 1990 and 1992 Albania ended 46 years of xenophobic Communist rule and established a multiparty democracy. The transition has proven difficult as successive governments have tried to deal with high unemployment, widespread corruption, a dilapidated infrastructure, powerful organized crime networks with links to high government officials, and disruptive political opponents. International observers judged parliamentary elections in 2001 to be acceptable and a step toward democratic development, but identified serious deficiencies.
